Accused Manoj, a serial rapist

Manoj Kumar, who has been accused of brutally raping a five-year-old girl in the capital, after his arrest by a Delhi police team in Muzaffarpur in Bihar on Saturday.
 The Delhi police has recovered as many as 15 porn clips from the cellphone of accused Manoj, involved in Gandhi Nagar rape case of five-year-old girl.
He told the police that he was watching the porn clip before the rape. A senior police official said that preliminary investigations suggests that the accused Manoj is a habitual criminal.
Also, the police is examining whether key suspect Manoj Kumar has a track record as a serial rapist. “We are checking his antecedents and have asked the Bihar police to tell us if he was earlier involved in any rape case,” said the police official.
The official said that the accused also raped a girl with whom he got married in Bihar. The girl’s family members wanted to file an FIR of rape against him but the case was settled following the panchayat’s decision of their marriage.
The accused expressed his willing to marry the victim and the girl family members did approach the police. “The girl he raped belonged to another caste and the accused initially had refused to marry her but he agreed when they went to panchayat and decided to file an FIR,” said the police official.

The accused has also bee allegedly involved in the murder case of his sister-in-law that took place in Bihar.  “The accused also claimed that it was another guy who raped the victim. He told that one Pradeep, who lives in Loni area in Ghaziabad, actually raped the victim. We are probing the case with all angels,” said a senior police official.
East Delhi DCP Prabhakaran told this newspaper that they are conducting raids to arrest another suspect. A police source close to the investigation said that the police was conducting raids in NCR and in several cities in Bihar, including Samastipur, Muzaffarpur and Chinkouta, to arrest Pradeep.
Meanwhile, the wife of the accused said that he disowned him after he was arrested in connection with the rape case. “I don’t have any kind of relation with him after his shameful act. He should be hanged in full public view,” she said.

Rape protest: this time it is more political
New Delhi: Small groups of protesters, mainly from political parties, dodged police and tried to reach the homes of leaders in New Delhi on Sunday, in a third day of agitation  after the alleged rape and torture of a five-year old girl.
The day witnessed outraged students and women, belonging to the BJP and Arvind Kejriwal-led Aam Aadmi Party, staging demonstrations at India Gate, Police Headquarters and near the residences of the Prime Minister and Congress President Sonia Gandhi.
Placard-wielding protesters also gathered at AIIMS, where the girl is undergoing treatment, and burnt the effigy of Delhi police commissioner Neeraj Kumar demanding his sacking.
Traffic was disrupted at ITO and India Gate in the evening as the number of protesters swelled.
More than 100 people, who staged protests at PHQ and near the residences of Dr Singh and Mrs Gandhi, were detained and later released.  Police say the child was abducted on April 15, kept in captivity and raped by Manoj, her neighbour. The accused, who had fled, was brought back to the capital.
MHA says Delhi police acted a bit too late
New Delhi: A senior MHA official said had the Delhi police reacted swiftly, the five-year-old  girl who was brutally raped would have been found immediately considering the fact that the accused happened to be a neighbour.
“In fact, the accused was living a floor below the victim's house. Still the child remained missing for almost four days. There are serious lapses on the part of the local police,” the official said.
Highly-placed sources said home minister Sushilkumar Shinde was "extremely upset" with the functioning of the city police top brass in wake of recent incidents. There is a growing view in the ministry that stringent disciplinary action should be taken this time against senior police officials to send out a strong signal.
Sources said action was contemplated against the Delhi police commissioner, joint commissioner (southeast range) and DCP (east district).
But with police commissioner Neeraj Kumar due to retire in about two months, there is a view in the MHA that he be allowed to continue.
The government had in the aftermath of the December 16 gangrape incident amended Section 166 of the Indian Penal Code making it more stringent on dealing with officers disobeying the law. Sources said action could be taken against erring police officers under this provision.
